About

For three decades, Mr. McGuire has worked at the intersection of finance and public policy.
He served 2 terms as the Executive Director of the World Bank Group, approving over $60 billion a year in loans and investments.
Matthew was a partner at TPG Growth and the 2 billion dollar Rise Fund where he focused on emerging markets and impact investment strategies. His prior asset management experience included senior roles with Ariel Investment and Citadel.

Matthew’s public service includes working in the New York State Comptroller’s Office, where he worked on Sarbanes-Oxley and the Investor Protection Principles on behalf of institutional investors, as well as time at the U.S. Department of the Treasury and U.S. Commerce Department.

He participated in the development of audit reform and listed standards for the NYSE and he assisted with the development and adoption of Investor Protection Principles for broker, dealers and asset managers doing business with public pension funds.

Matthew earned his B.A. from Brown University and his Ph.D. from Harvard University.
